Prepaid credits are bought up front and consumed by usage. When the balance is empty, requests fail.
That failure is a feature: it bounds your loss to what was in the account. Postpaid billing has no such natural stop, which is why a Google Cloud project needs an explicit budget or quota to have any brake at all.
The property only holds with auto-recharge off.
