Cost attribution answers "who or what generated this spend".
Billing APIs attribute to project, key and model. That is enough for per-service or per-team attribution if you structure keys accordingly — one key per service, one project per team.
It is not enough for per-customer or per-feature cost in a multi-tenant product. That needs request-level tagging, which needs a proxy or an SDK. Proxy vs billing API.
