Costs API

A Costs API returns spend in currency, bucketed by day, optionally grouped by project or line item.
Unlike a proxy's computed estimate, this is what you will be billed — it accounts for the provider's own credits, discounts and caching.
The tradeoff is cadence: daily, with a lag. It answers "what did yesterday cost", never "what is happening right now". Why billing APIs are daily.
